In February 2003, Viktor Petersen discovered a discrepancy in a wheat shipment contract to Basra, leading to a total of 61 irregularities tied to oil allocation kickbacks. After submitting a detailed report and being thanked, he was reassigned two weeks later, but kept a copy for future evidence.
