On April 14, 2010, a ticketing compliance officer submitted a report detailing eighteen thousand diverted World Cup tickets and thirty-one million euros in secondary market profits. Despite concrete evidence and a receipt confirmation, the ethics committee of the Global Football Federation failed to respond.
