Rafael Ormeño signed the River Pearl Stadium contract in February 1976 for 1.4 million dollars, just prior to the military junta taking power in March. Despite the political turmoil, he maintained the legitimacy of the contract and managed logistics for the 1978 Mundial Football tournament.
